Serialization Best Solution to Exam Malpractice; Educationist Calls for Stronger Measures

Educationist, Opoku Mensah, has urged policymakers and education authorities to adopt serialization as a sustainable solution to curb examination malpractices in Ghana. His call comes after the West African Examinations Council (WAEC) released the 2025 Basic Education Certificate Examination (BECE) results on 23rd August 2025, announcing the cancellation of the entire results of 177 candidates, with 718 candidates losing subject results, while results of 93 candidates were withheld entirely and another 1,240 had subject results withheld.

Speaking on Focus FM’s Teknokrat show hosted by Sika Audrey Dzifa, Mr. Mensah emphasized that previous interventions against malpractice have failed, making serialization the most effective remedy. “We have implemented first policy, second policy and they all did not work.

The logical thing to do is to look at the loopholes and strengthen it to the latter to be able to achieve its goals. Serialization is the antidote for examination malpractice at the pre-tertiary level.

It can not only be done at the examination center, it can be taken down to the individual level,” he stated. He further noted that policy makers and implementers must learn from past failures and work together, devoid of political bias, to ensure the credibility of Ghana’s education system.

“If we are able to do this well, it will reflect a genuine result of the individual performance. This is a clarion call for our leaders to put away political sentiments, political understanding and come together to work on the issue.

If we do not do this, next year we will still be dealing with issues like this,” he cautioned. Mr. Mensah expressed hope that rampant exam malpractice will not undermine the credibility of certificates issued to Ghanaian students.

He added that serialization, when strictly enforced, will discourage both students and invigilators from engaging in examination irregularities.
